Is it nessesery to speak Russian to study in Russian universities?

In order - yes. Most of education programs in Russian Universities are in Russian.
All applicants going to study on bachelor degree, master degree or specialty have to know Russian not less than B1 TORFL and B1+/B2 for postgraduate programs (be ready to confirm on the exam).
An exception - if you choose the English education program (you need to speak English).
If you don't speak Russian and want to study in Russia (on Russian program) you need to choose the preparatory faculty first.
